Iowa Code chapter 258 mandates the Iowa Department of Education to approve all secondary career and technical education (CTE) programs. Accordingly, the department designed a program approval process following extensive review and evaluation of several national program approval models. The guiding principles behind the program approval process include continuous improvement, data-informed decision making, peer review and feedback, and partnership and capacity building. As such, the stages of the process include:
- Reflection through self-evaluation of the CTE program against several criteria and the development of action plans;
- Peer review and feedback facilitated by the Regional Planning Partnership (RPP);
- Approval of the program action plans by the Department;
- Implementation of the action plans, with the annual evaluation of the effectiveness of the implemented measures and documentation of progress.
This self-study instrument is an integral component of the program approval process, as it defines that which is minimally needed for a strong secondary career and technical education program. This instrument has been designed to serve all secondary CTE programs while providing programs, school districts, and RPPs the opportunity to drive local program improvement.
During this workshop and off-site work, participants will:
- Learn about the CTE program review process.
- Review the first cycle program review/self-study and evaluate goal attainment.
- Work on and complete the second cycle of the program review process through the self-study.
- Collect evidence and documentation to submit into the STICS system to demonstrate program status.
- Set new goals for the next five-year cycle.
Submit completed program self-study to the RPP for initial approval and ultimately for the Iowa Department of Education approval.
This professional development workday is designed for CTE educators to work on and complete the program self-study and to have collaboration time with CTE educators across all districts in the consortium. Work outside of the workshop will be needed for completion.
